This wonder synergizes perfectly with the Brandenburg Gate. Things are even simpler during the World Wars era: go for the Eiffel Tower. The Hagia Sophia means citizens will never die of bad healthcare - not bad, but remember that healthcare also makes your citizens happy. The Registan of Samarkand provides higher educated citizens in the late-game, which is useful because they can be hard to come by. The other options, Registan and Hagia Sophia do have their uses.
